The Ministry of Education has issued a crucial directive urging all States and Union Territories (UTs) to enforce the “Guidelines on School Safety and Security-2021” to strengthen the protection of children in educational institutions. This initiative follows the Supreme Court’s orders in Writ Petitions (Criminal) No. 136 of 2017 and (Civil) No. 874 of 2017, underscoring the importance of child safety in schools across the nation.
Prioritising Child Safety in Schools
The Guidelines on School Safety and Security-2021 are a significant step towards safeguarding children within educational settings. Aligned with the Protection of Children from Sexual Offences (POCSO) Act, these guidelines aim to establish clear accountability for school management across Government, Government-aided, and Private Schools. By focusing on preventive education, streamlined reporting procedures, legal provisions, support services, and fostering a safe learning environment, these guidelines ensure a comprehensive approach to child safety.
Key Objectives of the Guidelines
- Establishing Clear Accountability: The guidelines mandate that school managements, whether Government, Government-aided, or Private, take full responsibility for the safety and security of children. This includes adherence to legal provisions and the creation of a safe educational environment.
- Promoting Preventive Education: Schools are encouraged to implement preventive education programs that raise awareness among students, parents, and staff about the importance of child safety. This involves educating stakeholders on recognizing and reporting potential threats.
- Streamlined Reporting Procedures: The guidelines emphasize the importance of having clear and accessible reporting procedures in place. This ensures that any incidents or concerns related to child safety can be promptly and effectively addressed.
- Supporting Legal and Emotional Needs: In addition to legal provisions, the guidelines also advocate for providing emotional and psychological support to children who may be affected by safety concerns. This holistic approach is essential for the well-being and development of students.
Implementation and Flexibility
The Ministry of Education has requested that States and UTs provide updates on the implementation of these guidelines within their jurisdictions. While the guidelines, initially circulated on October 1, 2021, are advisory in nature, they allow States the flexibility to tailor them according to local needs. A key emphasis is placed on adopting a ‘Zero Tolerance Policy’ towards any form of negligence regarding child safety.

A fundamental aspect of these guidelines is the involvement of all stakeholders—students, parents, teachers, and school management—in co-creating a safe and secure school environment.
