Rajasthan’s Sikar is the top performer followed by Jhunjhunu and Jaipur in the Union government’s index for performance of school education system at the district level.
The Performance Grading Index for Districts (PGI-D) for 2019 report, which the Ministry of Education released on Monday, looked at 83 variables divided into six categories. The following categories are included: outcomes, efficient classroom interactions, infrastructure facilities and students’ rights, school safety and child protection, digital learning, and governance process.
The three districts have been classified as “Utkarsh” (scoring 81-90 percent on a scale of 100) including Sikar district , with Junjhunu receiving the highest learning outcomes score (236 out of 290).
Additionally, Rajasthan has 24 of its districts in the second grade “Ati-uttam” category, placing it substantially ahead of the second and third top States.

PGI-D assigns each district one of ten grades, with Daksh—the highest grade possible—reserved for districts that receive more than 90% of the total points in a category or overall.
For districts with scores between 81 and 90 percent, there is a category called “Utkarsh,” followed by “Ati-Uttam,” “Uttam,” “Prachesta-I,” “Prachesta-II,” and “Pracheshta III” (31-40 percent ).
PGI-lowest D’s grade, known as “Akanshi-3,” is given for scores that are less than 10% of the total points.
Punjab has 14 districts in the “Ati-uttam” grade (scoring 71-80 percent on a scale of 100), followed by Gujarat and Kerala, each with 13 districts, as the other States with the best-performing districts according to the most recent index.
However, 12 States and Union Territories, including seven of the eight States from the northeast, do not have even a single district in the Ati-uttam and Uttam categories.

According to the research, additional progress will be required in the upcoming years because none of the States have districts that fall under the top category. Eight districts saw an overall increase in PGI score of more than 20%, and 14 districts saw an increase of more than 10%. In 2019–20, another 423 districts’ PGI scores improved by less than ten percent, although they received the same grade.
