In a significant development, the University Grants Commission (UGC) has officially ceased the Master of Philosophy (M.Phil) degree, prompting a directive to prospective students against seeking admissions due to its non-recognition. The formal notice is accessible on the official UGC website at ugc.gov.in.

The UGC issued the official notice on December 26, responding to the discovery that several universities were still accepting applications for the M.Phil program. Notably, the Regulation No. 14 of the UGC (Minimum Standards and Procedures for Award of Ph.D degree) Regulations 2022 expressly prohibits higher educational institutions from offering the M.Phil program.

Clarifications and Regulatory Framework

The notice emphasizes that the M.Phil degree is no longer recognized, citing the specific regulation that governs this decision. Furthermore, it highlights the existence of the University Grants Commission (Minimum Standards and Procedures for Award of Ph.D Degree) Regulations, 2022, which was officially published in the Gazette of India on November 7, 2022.

Call for Immediate Action

The UGC has urgently called upon university authorities to take immediate steps to halt admissions to the M.Phil program for the upcoming academic year 2023-24.
