In a move to address concerns over unregulated growth and ensure student well-being, the Ministry of Education has introduced comprehensive guidelines for coaching centres. These guidelines cover admission procedures, conditions for registration, infrastructure requirements, class-related aspects, and cancellation procedures.
Admission Procedures and Age Limitations
Coaching centres are now prohibited from enrolling students below the age of 16. Admission procedures are permitted only after successful completion of the secondary school examination. The objective is to establish a legal framework and manage the unregulated growth of private coaching centres.
Conditions for Registration
Several conditions have been set for the registration of coaching centres, including:
- Hiring tutors with qualifications not lower than graduation.
- Avoiding misleading promises or guarantees of ranks or good marks.
- Ensuring students are above 16 years of age before enrollment.
- Prohibiting the publication of misleading advertisements.
- Maintaining minimum space requirements per student.
Objectives of the Guidelines
The guidelines aim to:
- Establish a framework for registration and regulation.
- Define minimum standard requirements for coaching centres.
- Safeguard the interests of enrolled students.
- Encourage co-curricular activities for comprehensive student development.
- Provide career guidance and psychological counseling.
Registration Process and Fee-related Matters
Coaching centres must adhere to the registration process, emphasizing qualified tutors, transparent fee structures, and detailed prospectuses. Fee-related matters include fair charges, transparent receipts, and outlined refund policies. The guidelines ensure that fee adjustments are specified for students leaving a course prematurely.
Infrastructure Requirements and Class-related Aspects
Infrastructure mandates cover minimum space allocations, safety codes, medical facilities, electrification, ventilation, lighting, water, and security. Class-related aspects focus on timely completion, avoiding conflicts with regular school hours, support classes, breaks to reduce pressure, weekly offs, and limiting daily coaching hours. Co-curricular activities and counseling sessions are encouraged.
Cancellation of Registration
The government holds the right to cancel the certificate of registration if a coaching centre violates guidelines. However, the centre is entitled to a reasonable opportunity to present its case.

These measures align with the National Education Policy (NEP) 2020, emphasizing initiatives such as the Common University Entrance Test (CUET), entrance examinations in regional languages, increased seats in Higher Education Institutions (HEIs), and the establishment of high-quality HEIs.
